PURPOSE:To attain accurate measurement of a phase of a pulse signal by using a synthesizer for a mixer detecting the phase between pulse signals so as to input another different frequency thereby operating a mixer at the saturated region. CONSTITUTION:A part of a high frequency pulse input signal extracted from a directional coupler 2 and an output of a signal generator 6 are synthesized by a synthesizer 7. In this case, an output of the generator 6 is used as a CW signal, the frequency is shifted from the high frequency pulse input signal and the level is brought into a level where the mixer 4 is operated at the saturation region. Then the level from the coupler 2 is selected to be lower than the level of the generator 6, two signals synthesized by the synthesizer 7 are inputted to an LO of the mixer 4, while a signal from the unidirectional coupler 3 is inputted to an RF of the mixer 4. Since the mixer 4 is operated at a stable saturation region with the CW signal of the generator 6 not by a high frequency pulse input, the pulse response time of the mixer 4 is made independent and the effect of the pulse input level is eliminated.
