PURPOSE:To stabilize a looper angle with simple constitution and to stabilize the tension between stands by changing the control gain of a damping setter according to the speed of a looper motor by a damping gain setter. CONSTITUTION:The rotating speed of the motor 5 is detected by a speed detector 15 when a material 1 to be rolled is lifted by the looper 4 which is driven by the motor 5. The speed detection signal thereof is applied to the looper damping setter 16 and the damping gain setter 20. The damping gain for the purpose of determining damping quantity is created in the setter 20 from the speed detection signal and is applied to the setter 16. The reference correction quantity for the current of the motor 5 is created in the setter 16 from the speed detection signal and damping gain and is applied to a current control device 8.
