PURPOSE:To detect a reading character line of a business form surely even if the cutting accuracy of the business form is low in a character reader, etc., by scanning each projected data formed by a projected data forming means and detecting the existence of a black block corresponding to the character in an optical character reader or the like. CONSTITUTION:A serial character information recorded in a business form is photoelectrically converted and then stored in an image memory 10 as an image data consisting of a binary signal. A control part 13 scans the contents of an image memory 10 which correspond to a candidate area to form the projected data D1-D4 of the character line direction. The projected data D1-D4 stored in a projection memory 23 are scanned and black bit blocks in the respective partial areas 22a-22d which have possibility to be the character string are detected. When the existence of the black and white blocks is detected, the control part 13 stores the position of the black block as a candidate position of the character string, test the continuity of the detected respective character line candidate positions, and when respective candidate positions are continued, the position of the black block which is the candidate position is detected as the position of the reading character line.
