PURPOSE:To obtain the desired torque characteristic of roller shafts by connecting variable-capacity type hydraulic motors in parallel with a hydraulic pump having a torque control mechanism. CONSTITUTION:A group of variable-capacity type hydraulic motors VM are connected in parallel with a hydraulic pump 10, and a group of winding shafts 5 are center-driven respectively by a group of these variable-capacity type hydraulic motors VM. In addition, the same winding torque characteristic can be concurrently applied to all winding shafts 5 by providing torque control mechanisms TC for positively controlling the hydraulic outputs of hydraulic pumps VP to the optional and desired torque characteristic. This winding torque characteristic can be controlled to the optional and desired torque characteristic by the torque control mechanism TC.
