Process and apparatus for connecting reinforcing steel, reinforcing bars and the like on a structure in the production of steel-reinforced concrete, cement mixtures or the like. A special twisting apparatus is provided which includes a wire coil in the rear region, the free wire end of which, being passed through the apparatus, is drawn off at a front outlet region which simultaneously forms fastening means in order once again to fix a free wire end, which has been drawn off, after winding around reinforcing bars. On drawing the apparatus apart, a turning movement of the entire front region, after the fashion of a rotary engagement of an Archimedean drill, is obtained. By a further movement, the wire ends are cut off by a cutting device which is activated as a result.
