PURPOSE:To attain to miniaturize an apparatus as a whole by performing high performance treatment, by imparting aeration treatment function to a flow control tank. CONSTITUTION:A flow control tank 1 is partitioned into a first tank 1a, a second tank 1b and a third tank 1c. The tanks 1a, 1b, 1bc have a hermetically closed structure and mutually communicated at the tank upper parts by water seal type communication pipes 2a, 2b. Air diffusion members 3a, 3b, 3c and liquid feed pumps 4a, 4b, 4c are arranged to the bottom parts of the tanks 1a, 1b, 1c and level meters 5a-5c, 6a-6c for detecting a full water level and a duced water level are provided to said tanks 1a-1c. All of the air diffusion members 3-3c are connected to an air feed circuit 7 and air or oxygen enriched gas is supplied to said air diffusion members 3a-3c. All of the liquid feed pumps 4a-4c are connected to a liquid feed pipe 8 and waste water from each of the tanks 1a-1c is fed to an aeration tank 9.
