PURPOSE:To secure a high picture quality and to convert its image density rapidly by delaying a decoded picture signal by one line and reading out the picture information of two lines, i.e. the delayed picture information and the other picture information. CONSTITUTION:A pictures signal 12 decoded by a decoding part 11 is converted into a parallel signal by a serial/parallel converter 13, shifted by a shift clock 16 outputted from a timing signal generating circuit 15 and then sent to a table ROM24. On the other hand, a serial/parallel converter 22 converts a signal obtained by delaying the signal 12 only by one line in each picture element in a line buffer 14 into a parallel signal and sends the signal to the ROM24. When receiving the picture density information 26 of the transmitting side from a control part 25, the ROM24 sends a 6-bits picture signal 27 converted into 400ppi picture density to a parallel/serial converter 28. Three kinds of clocks are applied from the circuit 15 to the circuit 18, a signal 29 converted at the picture density of the transmission side is sent to a recording part 33 and recorded at the 400ppi recording density of the facsimile device of the receiving side.
