PURPOSE:Heavy oil is brought into contact with a specific porous fine particles which are fluidized by a gas containing steam to effect thermal decomposition, then the fine particles are regenerated by gassification and recycled to obtain light oil in high efficiency. CONSTITUTION:Heavy oil is brought into contact with fine porous particles (pore volume, 0.2-1.4cm<3>/g; specific surface area, 10-1,000m<2>/g, average pore diameter, 10-5,000Angstrom ; weight-average diameter, 0.03-0.15mm.) which are fluidized by a steam-containing gas in the thermal decomposition reactor 1, to effect thermal decomposition. Then, the fine particles containing about 5wt% of coke sticking to them are brought into contact with a gas containing oxygen, steam and less than 20vol% nitrogen at a temperature over 750 deg.C in the fluidized state for about 5sec to form a gas having a composition in which CO/CO2>3/2, H2/H2O> 1, (CO+H2)/dry gas>2/3 and the regenerated fine particles are recycled to the thermal decomposition reactor 1.
