A micro capsule and an electrophoretic device having the same are provided to ensure extended driving temperature by dropping a freezing temperature of an electronic ink material, thereby enabling the electrophoretic device to be driven even under intensive cold environment. An electrophoretic device comprises a first substrate(10), a medium layer(30) and a transparent second substrate(50). The first substrate has a display pixel. The medium layer is formed on the first substrate and carries plural encapsulated materials(40) where electrophoretic particles are dispersed and encapsulated in dispersion liquid including an antifreezing solution. The second substrate is installed on the medium layer. The encapsulated material is a micro capsule. In the micro capsule, one or more kinds of particles(41,42) having at least one color and a dispersion solvent(43) where the particles are dispersed are encapsulated. In the dispersion solvent, the antifreezing solution is included.
