PURPOSE:To facilitate the generation of a program and easily cope with alteration of circuit constitution by determining data of a port on the basis of a port address to bit value table and a port status. CONSTITUTION:The port address to bit value table as to respective ports of I/Os 44 is generated and stored in the ROM24 of a main controller 40. Further, port statuses of the respective ports are also stored, and output data and input data are determined on the basis of the port address to bit value table and port status. Then, a load address to bit value table is generated for every device (load) in an initialization routine, and output data is determined in a main routine on the basis of the load address to bit value table.
