A forward/backward counting unit consists of individual counting units C1 to CN which are bistable relays having at least one moving contact r2 and two fixed contacts a, b and a control device A having a reception device 1 and a rate-regulating relay 2. The moving contacts of every other bistable relay are connected in series to form two control links F1, F2 connected to the rate-regulating relay. Each coil of a bistable relay is supplied via the moving contact of the succeeding relay. The reception device includes two relays each supplied via a line L1, L2 which delivers advance and recede commands, the relays having contacts connected to the control links by the rate-regulating relay in order to supply the coils of the bistable relays. In the application to unloading/reloading, each bistable relay includes a second moving contact in series with a utilising member and a measurement device connected to a distribution network and to the reception device by the two lines. <IMAGE>
