PURPOSE:To make it easy to discriminate the combustion state by dividing to indicate a measured flame at least into two regions and monitoring the combustion state based on the area of respective regions or an area ratio and a load. CONSTITUTION:A combustion flame 3 while operating a boiler is measured by an ITV camera 6 using an image fiber 5, and a video signal 7 corresponding to a light emission luminance is quantized by an A/D converter 8 to store the same in a flame memory 9. The video signal 7 stored in the flame memory 9 is input to an electronic computer 11 as picture image data 10 to obtain a luminance histogram. The luminance histogram is divided into two by a luminance level, and indicated. When a relationship between the combustion state of a flame and each region of the measured flame is considered, oxygen and fuel must be continuously supplied in a suitable amount. If any one of oxygen and fuel is reduced, a change is produced in the combustion state and the effect thereof appears in the luminance of the flame indicating the activation of the combustion.
