The heater has a heat pump provided as a heat generator, and pipelines laid in individual rooms of a building. The pipelines pass a heat transfer medium heated by the generator. Distributors with regulating valves for a heating circle of the rooms are switched between heat transfer medium lines of the heat pump and heat transfer medium lines of the rooms of the building. A heating load of the rooms to be heated is divided into a basic load and a full load. The basic load is covered by a separate heating circle and supplied with a main load over the circle with individual room regulation.
