PURPOSE:To reduce the size of a system, and to reduce the load on an operator and to improve its operation efficiency by providing an image selecting circuit and a video composing circuit, and multiplexing and sending the output of an image selecting circuit and an input video signal to a monitor television. CONSTITUTION:A signal converting circuit 10 has a quantizing circuit 11 and a series-parallel convering circuit 12, and the input video signal I is inputted to the circuit 11. The signal I containing a synchronizing signal is converted by the circuit 11 into a digital binary signal 10a. Then, the signal 10a is converted through the circuit 12 from a quantized signal consisting of a series of pieces of image information to quantized image data 10b consisting of >=8 bits in parallel. The output on an image selecting circuit 70, i.e. quantized video signal 10a and output video signal O at the tie of image input are multiplexed with the signal I by the video composing circuit 80 by turning on an input video composition switch 90. This composite signal is inputted to the monitor television 100 as a video signal 80a. Consequently, the system is reduced in size, and the load on the operator is reduced and the operation effeiciency is improved.
