PURPOSE:To simplify the constitution of the titled device and to reduce its cost by sampling a video information signal to be displayed by the integer times horizontal scanning frequency, converting the sampled signal into a digital signal, analyzing and storing the digital signal and converting the data into a video signal to output the video signal. CONSTITUTION:One picture is divided into 768 sections consisting of 24 rows and 32 columns, each section consists of 8X8 picture elements and the whole sections are divided into two right and left parts each of which consists of 24 rows and 16 columns to analyze and record each row from left to right. An inputted video signal is separated into R and G signals and horizontally and vertically synchronizing signals by an R, G, B synchronizing separator circuit 2, these separated signals are supplied to a multiplexer 5 and a clock pulse generator 6, respective R, G, B signals are digitized by an AD converter 7 with the sampling frequency of the integer times the horizontal scanning frequency outputted from the generator 6. The digital signal is analyzed by the circuit 8 and converted into a video signal having a color difference signal format by a video display processor 11 and the video signal is ouputted through an encoder 14.
