PURPOSE:To execute rapidly picture processing by temporally storing picture data while shifting the data successively and sending simultaneously the picture data of a center picture element and that of its peripheral picture elements. CONSTITUTION:Picture data are read out from a picture memory M by an address control part ADC and inputted to an evaluated picture element selecting part ST through shift registers SR1-SR3 and latch circuits L1-L12. The selection part ST selects simultaneously picture data of the center picture element and its peripheral ones and supplies the selected picture data to valuation tables TB1-TB3. The calculated evaluating function values are supplied to an evaluating part HK.
