PURPOSE:To execute the fetching of pictures of a moving body without a special sensor in terms of a picture processor for recognizing motions by deciding the entry of the moving body to an image pickup visual field only based on picture data of the moving body. CONSTITUTION:Pictures to be processed by a picture processor 80 includes two types; one is a picture for detecting whether or not a moving body enters an image pickup visual field, and the other is an entire picture obtained when the moving body completely enters said field. In a moving body entry mode, binary data of a binalization circuit 81 is cumulatively added. When said data reaches a reference value where a distribution cumulative value of the circuit 81 serves as a reference of the entry of the moving body, the moving body is decided to enter. A processor 100 executes the arithmetic comparison of this cumulative arithmetic and the reference value. Under a moving body overall monitor mode, the time when the entire picture of the moving body sufficiently enters the visual field of the image pickup surface is caught, and the entire image picked up on the image pickup surface is fetched to a processing part 120.
