PURPOSE:To improve the apparent heat transfer degree of a heat storage agent and to improve the heat storage function without increasing the pressure loss of a thermal medium pipeline by constituting the device such that the almost all stoage agent comes contact with needle-shaped fins at the outer periphery of the heat medium pipe. CONSTITUTION:Headers 4 and 5 having flow straightening members 2 and 3 are provided at the upper part and the lower part of a heat storage tank 1. Heat medium pipes 11, 11... tying the upper and lower headers 4 and 5 are inserted into the heat storage agent 10 filled in the heat storage tank 1. The heat medium pipe 11 is formed such that needle-shaped fins 14... are provided upright on the outer periphery of a pipe by use of a method of winding a strip plate 13 having fine slits 12..., for example.
