In the case of a controller for an electrical continuous-flow heater, a flow switch 7 switches a first heating power stage 11 in the event of a low water flow rate per unit time Q1. In order to prevent the second heating power stage 9, 10 switching on when only a small hot-water flow rate is intended to emerge at the tap point 14, 15, a timing element 25 is provided.
