PURPOSE:To enable installation of an insulating laver or electrode layer formed by ion plating without affecting adversely the function such as coloring and discoloring performance of an electrochromic layer by interposing a conductive net between a high frequency coil and substrate in a device. CONSTITUTION:The conductive net 21 is interposed between the substrate 20 and high-frequency coil 15 disposed in the device. A metallic wire consisting of Al, etc. is usually usable as a wire 22 for said net 21. If the conductive net constituted and disposed in such a way is used, a glow discharge does not strike directly against the substrate any longer and since the ions split by the glow discharge are attracted to the net part, the adverse influence such as coloring of the electrochromic layer is eliminated. Such effect is made much higher by installing the net 21 in proximity to the inside wall of the device body 11 as far as possible and bringing at least one point of the net into contact with the inside wall of the body 11.
