PURPOSE:To enhance flowability enhancing effect and viscosity reducing effect, by bringing one or more of petroleum pitch, asphalt, coal tar pitch and coals into contact with sulfuric anhydride in an inert solution and treating the sulfonated reaction product with nitric acid. CONSTITUTION:One or more of petroleum heavy hydrocarbon such as asphalt or asphalt pitch obtained by applying heat treatment to asphalt, coal tar pitches and coal is dispersed in a solvent, which has strong compatibility with heavy hydrocarbonor can dissolve the same and is chemically stable to a sulfonation agent, and brought into contact with sulfuric anhydride to perform sulfonation. Subsequentily, the reaction product is treated with nitric acid to obtain a surface active substance. It is pref. that the aforesaid heavy hydrocarbon is preliminarily pulverized into fine particles and dispesed in the inert solvent.
