PURPOSE:To enable reduction in transmission period of data by providing a processor which selects a measurement signal and a state signal, controls input and transmission of the data and transmits the data to a transmission side and a buffer memory which stores temporarily the data. CONSTITUTION:The address signal for selecting process input devices 2, 3 is delivered with the processor 4 and the data inputted thereto is temporarily stocked in the buffer memory 5. Check of an input range and scale conversion to an industrial value are executed if the inputted raw data is measurement data. The comparison with the previously inputted data is made and the state change is checked if the inputted data is the state signal constituted of 1 bit. The state signal is transmitted via a transmitter 6 to the reception side according to the request for the data of the measurement signal from the reception side and to the time of generation of the state change. The quick response to the state change is thus realized and the load on the reception side is reduced.
