PURPOSE:To obtain a torque larger than the operating energy of a follower wheel by a method wherein the follower wheel is contacted with the peripheral surface of an eccentric disc through rolling contact at all times at the upper side of the shaft of the eccentric disc while the weight of an auxiliary flywheel is made lighter than a main flywheel. CONSTITUTION:A driving section, in which the main flywheel 4 and the eccentric disc 5 are attached to the driving shaft 1, is provided, and an auxiliary section is constituted of a follower shaft 7, rotatably supported through bearings at the tip end of arms 8 supporting pivotably a base, and the auxiliary flywheel 10 as well as the follower wheel 9, which are attached to the follower shaft 7, therefore, a torque may be obtained by the centrifugal force of the main flywheel 4 and the driving shaft 1 may obtain a rotating energy larger than the torque obtained from a prime mover.
