PURPOSE:To attain ease of change of assignment through the change of storage content of a memory by using an enable signal stored in a memory corresponding to a function package to assign a data on an internal highway to the function package. CONSTITUTION:In assigning respectively data D1, D3 and D4, D2...Dm to function packages 9-1, 9-2, 9-3...9-n, enable signal information designating the package 9-1 is stored in an area of a memory 2 accessed at a time t0, and enable signals designating respectively packages 9-3, 9-2...9-n are stored in area accessed at times t1, t2 and t3,...tm. Thus, the memory 2 is accessed by the circuit 3, an enable signal is read and decoded by a decoder 4 and fed to FF 5-1-5-n, then the packages 9-1-9-n fetch the data D1-Dm. As a result, the data assignment is changed to the package by rewriting the storage content of the memory 2.
