PURPOSE:To reduce the consumption of energy by omitting the access of a weight, by tensioning the space between the anchor, which is provided to the floor surface directly under a construction, and the construction by a chain block with a spring balancer and displaying a tension amount on the spring balancer. CONSTITUTION:A hopper shaped tank 7 is supported by the sensor 6 on a stand 5. An anchor 8 is planted in the ground vertically below the tank 7 and the space between the tank 7 and the anchor 8 is tensioned by the chain block 10 connecting a spring balancer 9 to impart load and the detection value of the sensor 6 is adjusted so as to be matched with the load value shown by the spring balancer 9. Further, the distortion and stress of a structure to the load value shown by the spring balancer 9 are measured. When load is removed, the chain block 10 may be extended. The chain block 10 acts so that the load of the construction is freely adjusted by the extension and contraction of the chain block 10 connecting the spring balancer 9 and the load value thereof is displayed on the spring balancer 9. |
