PURPOSE:To form a reproduction-only area and a recording and reproducing area on the same medium and recording and reproducing information on the medium by identifying whether recording is allowed or not with addresses of tracks and sending the result as control information. CONSTITUTION:The address of the track of a recording area 11 is inputted to an input part 2, the control information is inputted to an input part 3, and information is inputted to an input part 1. A comparing part 7 compares the starting address of the recording and reproducing area in a storage part 6 with the track address and supplies a control information output part 4 with a signal indicating the input address is an information recordable address according to the comparison result. Further, the input address from the input part 2 is supplied to an information recording part 9 through the comparing part 7 and a track address specifying part 8. Consequently, the information of the input part 1 is recorded on the specified track. When the comparing part 7 decides that recording is ineffective, information recording is not performed.
