The present invention relates to a method for producing a laver extract, which includes the following steps: (a) primarily eluting effective components of laver in distilled water; (b) separating a primary supernatant liquid from the eluate and then secondarily eluting remnants again in distilled water; (c) separating a secondary supernatant liquid from the secondary eluate; (d) mixing the primary and the secondary eluate together and then filtering the same thereafter; and (e) sterilizing the filtered product and diluting the same to make salinity 0.7-1.2 psu. According to the present invention, the laver extract produced by the method exhibits excellent antioxidant, whitening, and skin cell-regenerating effects.
