PURPOSE:To attain simply data compression by using codes showing a dot pattern. CONSTITUTION:A coder 2 encodes the input picture data (a) and compresses data. A ROM23 of the coder 2 stores threshold value matrices 32 and 33, and these matrices are compared with the data (a) to obtain a dot pattern. Then the compressed code data (c) is obtained from the dot pattern. In such a case, counters 21 and 22 switch the threshold values of matrices 32 and 33 by a picture element clock CK and a horizontal synchronizing signal Hsync. Therefore the data (a) of 8 bits is supplied to the coder 2 and converted into a trivalent dot output (b) according to the threshold value in the matrix 32 or 33 corresponding to the data (a). Furthermore the output (b) is converted into the code data C of 4 bits according to a dot pattern of 4 picture elements and outputted.
