According to the invention, it furthermore comprises a raiser 5 associated with each post, fixed to the post in question and placed between the post and the spacer used for fixing the barrier, the upper end of the raiser being used for fixing the top rail 6 of a panel also comprising a bottom rail 7, the top and bottom rails of the panel being connected by filler elements 8, having openings for the passage of the barrier spacers, and the panel being equipped at its lower end with means for holding it laterally onto the posts of the barrier.
