PURPOSE:To make it possible to measure a minute flow speed with high accuracy, by picking up the images of floated substance groups in seawater across the same so as to provide time intervals and calculating the flow speed on the basis of the image displacement between said images. CONSTITUTION:When light is incident into water from a light emitter 1, said light is reflected by suspended matter groups 2 and the images thereof are picked up by an underwater camera 3. These images V1 are supplied to a ground measuring apparatus through an information line 10 and converted to numerical values by a high speed A/D converter 5 while said values are stored in image memory 6a as first image informations by a control circuit 7. These stored informations are converted to numerical values by a high speed A/D converter 5 and stored in image memory 6b. The circuit 7 supplies the image informations stored in both memories 6a, 6b to an operation circuit 8 and a speed vector is calculated based on images V1, V2 and the result thereof is outputted to an output display part 9.
