PURPOSE:To save energy by carrying out an environmental management within an underground room using only a ventilating fan without using the air conditioner when an indoor absolute humidity is higher than an absolute humidity of external air. CONSTITUTION:Measured values from respective sensors 5, 6, 7 and 8 inside and outside the underground room 1 are constantly input in a control part 9. In a case where an indoor absolute humidity is higher than a predetermined value, an external air absolute humidity is compared with the indoor absolute humidity. If the indoor absolute humidity is higher than the external air absolute humidity, the ventilating fan 3 is driven until the indoor relative humidity becomes lower than a predetermined value or the indoor absolute humidity becomes higher than the external air absolute humidity. Even if the indoor relative humidity is higher than the external air absolute humidity and the indoor absolute humidity is lower than the external air absolute humidity and the ventilating fan 3 is driven so that the inside and outside of the room have absolute humidities of the same degree, if the indoor relative humidity is still higher than the predetermined value, the dehumidifying operation of the air conditioner 4 is carried out until the indoor relative humidity becomes lower than the predetermines value. When the indoor relative humidity becomes lower than the predetermind value, the control part 9 determines whether the room temperature control is necessary or not. If necessary, the cooling or heating operation of the air conditioner 4 is carried out.
