PURPOSE:To prevent a character part from the deterioration of picture quality due to a dither method by outputting the 1st or 2nd binary signal on the basis of a result whether the 1st binary picture signal for a remarked picture element and the 2nd binary picture signal for an extracted nXm picture elements are satisfied with prescribed conditions or not. CONSTITUTION:A comparator 14 encodes a picture signal to the 1st binary picture signal at a fixed slice level. A circuit 18 encodes a picture signal to the 2nd binary picture signal by the dither method. The 2nd binary picture signal obtained by the dither method for picture elements A-I in the area of 3X3 picture elements e.g. is extracted to shift registers 1 bit 38-42. In this case, a remarked picture element E is arranged on the center. When the 2nd binary picture signal consisting of the extracted 3X3 picture elements and the 1st binary picture signal for the remarked picture element E are satisfied with specific conditions, the 1st binary picture signal of the remarked picture element E is outputted, and in other cases, the 2nd binary picture signal of the remarked picture elements E is outputted.
