PURPOSE:To devise efficient forming of a substrate for laminating which has multi-ply adhesive layers by laminating one after another many pressure-sensitive adhesive layers that have different characteristics between each of different sheets. CONSTITUTION:On one of the main surface 14 of a surface substrate 12 of a substrate 100 for laminating, the first layer 22 of a pressure sensitive adhesive which is relatively inferior in adherence but superior in adherence durability is formed, and the second layer 32 of a pressure sensitive adhesive which is relatively superior in low temperature adherence rather than an adherence durability is formed in multi-ply lamination. And the former is temporarily adhered to the second layer 32 of pressure sensitive adhesive layer. The release agent layers 44 and 46 on both sides of the main surfaces of release sheets 42 have different release forces, and the release agent layer 44 of a weaker release force is laminated on the second layer of pressure sensitive adhesive layer 32. A printing layer 16 of desired shape and pattern is formed on the surface substrate 12. Then, with the exception of the release sheet 42 portion, the portions from the surface substrate 12 to the pressure sensitive, adhesive layer 32 is cut and the release sheet 42 is removed, exposing the portion 18 of the second layer of pressure sensitive adhesive layer 32, and the surface substrate 12 is adhered to the adhered via the second layer 32 of the pressure sensitive adhesive 32.
