PURPOSE:To produce the titled material having excellent heat and chemical resistances and chemical reactivity, by treating a fluorine-containing polymeric material with a solution of an alkali metal naphthalene and diamine. CONSTITUTION:A solution is obtained by adding 0.2-1g equivalent of an alkali metal (e.g., metallic Na) and 0.2-1mol of naphthalene which may be substituted to 1l of a diamine (e.g., ethylenediamine). A fluorine-containing polymeric material (e.g., polytetrafluoroethylene) is immersed in the above solution and treated at 10-60 deg.C for 1min-30hr in an atmosphere of a dry inert gas to form a hydrophilic surface layer on the material.
