PURPOSE:To enable automatic and early detection of fouling of insulator by checking the fouling thereof based on changes in the quantity of light outputted from a photoelectric effect sensor provided between a cap and a pin of the insulator. CONSTITUTION:Light from a light emitting diode 18 is transmitted to an optical fiber 11 by way of cements 4 and 5 of an insulator 6 connected to an insulator chain and a hard ceramics 2 and fed to a photoelectric effect sensor 10 located between a cap 1 and a pin 3 thereof. Light passing through a polarizer 13, a Pockels element 14 and a light detecting element 15 is received with a photodiode 19 through an optical fiber 12. As the fouling of the insulator chain grows, the shared voltage of the insulator 6 rises to reduce the quantity of light outputted from the photoelectric effect sensor 10. Thus, when the level of output signal of an amplification circuit 20 falls below a set value, output of a decision circuit 21 is transmitted to a central monitor chamber from a transmission circuit 22 and a display is given on an alarm display means corresponding to the insulator 6 involved.
