PURPOSE:To attain normal area division almost without the influence of the shape of areas and to execute the processing easily by hardware by detecting a run position on a line where the number of runs reaches at first and a run position where the number of runs reaches N finally and dividing the area into (N-1) parts or less at the run position of the latter run which is arranged between two adjacent runs out of the former run and has a prescribed value or more in a distance vertical to its run scanning direction. CONSTITUTION:When a scanning point is a picture element in an area on the left of P3, ''1'' is written in the memory location of the picture element, and in case of a picture element in an area on the right of the P3, ''2'' is written in the memory location of the picture element. When said processing has been completed in the whole areas, the area is divided into two right and left parts around the P3. An area extracting part 15 finds out the number of areas in each opening direction code and sends the obtained value to a character sorting part 17 through an area dividing part 16. A character recognizing part 19 compares the feature extracted from a character pattern by a feature extracting part 13 with that previously registered in a character recognizing part dictionary 20 as to a character belonging to the sort of proposed characters which are detected by a character sorting part 17 to recognize the character.
