PURPOSE:To reduce possibility of erroneous reading of characters with adverse quality by producing a core bit matrix and a mask bit matrix through learning and registering them in dictionary memory. CONSTITUTION:A discriminated object 1 is picked up by a television camera 2, and its output is inputted to a picture memory 5 through a binarization circuit 3 and a feature extraction circuit 4. A picture processor 6 reads out picture data from the picture memory 5, produces a character dictionary and registers it in a dictionary memory 7. A control processor 9 gives a processing command to the picture processor 6, calculates a stroke-end distance and a stroke-dirt distance with respect to an unknown character, decides which is the unknown character based on distance data written in a distance data memory 8 and outputs the result through an I/O interface 10.
