PURPOSE:To improve the S/N by kneading a packing agent and a binder in advance to form a chip in providing a background layer to a nonmagnetic support base, thereby uniforming the mixing between the packing agent and the binder and smoothing the surface of the background layer. CONSTITUTION:After the packing agent as the background layer and the binder are formed in scattered state as a solid chip including a prescribed amount of solvent in advance, the chip is dissolved into the solvent and brought into liquidous scattering state further by using a grinder, then the packing agent is diffused early and uniformly at the scattering with the grinder. Then a curing agent is mixed uniformly easily to the mixture of the packing agent or the like and in applying the scattered liquid to the nonmagnetic support base, the packing agent is scattered uniformly on the surface of the background layer as the coating layer and finished into a smooth surface with less ruggedness. Thus, the transfer from the background layer to the magnetic layer due to insufficient scattering of the packing agent such as carbon black is reduced and the deterioration of the S/N is prevented.
