PURPOSE:To prevent deterioration in sound quality by inserting a specific signal to a video and an audio signal at the same time at a sending station for a television program and delaying the audio signal at a receiving station by the time difference between the inserted signals. CONSTITUTION:The 1st and the 2nd signal detecting circuits detects signals fa and fb, and fc and fd and reports the arrival of the signals to a delay control circuit 44. The delay control circuit 44 puts the signals at intervals of 16.7msec together into one decision signal and the time up to the arrival of the decision signal arriving from the 1st signal detecting circuit following the decision signal from the 2nd signal detecting circuit is measured to send the measured time information to a delay circuit 45. This delay circuit converts an analog signal of audio input into a digital signal, which is stored in a RAM successively and read out an indicated time later, so that the input audio signal is delayed by the measured time and sent out to a transmitting station.
