PURPOSE:A surface-protecting agent which forms a protective film excellent in stain resistance and curability when applied to the surface of a painted or plated article, preparead by incorporating a fluorine-containing block copolymer in a film-forming component. CONSTITUTION:A polymeric peroxide (e.g., a compound of formula I ) or a polyazo compound (e.g., a compound of formula II) is copolymerized with a fluorine-containing vinyl monomer (e.g., a compound of formula III) which forms a fluorine-containing polymer part or a fluorine-free vinyl monomer [e.g., methyl (meth)acrylate] to obtain a peroxy or azo bond-containing copolymer. This copolymer is copolymerized with a fluorine-free vinyl monomer or a fluorine-containing vinyl monomer which forms a fluorine-containing polymer part. Among the block copolymers obtaned from the above two steps, a fluorine-containing block copolymer from the fluorine-containing vinyl monomer and the fluorine- free vinyl monomer is incorporated in a film forming component in an amount of 1-20wt%. Thus, a surface-protecting agent for the surface of painted or plated outdoor-service article such as a car body can be obtained.
