PURPOSE:To enable a stabilized measurement of an accomodation quantity irrespective of the presence or absence of vibration due to no change in the electrostatic capacity of the inside of the container even when the position of the matter to be accomodated is changed, by performing the measurement of the accomodation of the matter to be accomodated of the inside of the container with the electrostatic capacity of the inside of a container as a composed element of a bridge. CONSTITUTION:The respective electrostatic capacity of capacitors 4c, 4d and of a container 1 of the time when a fuel 2 is not contained in the container 1 is taken as CVO, LV, CX and the amount of change of the electrostatic capacity of the container 1 in ease the fuel 2 is contained in the container 1 is taken as DELTACX. If the amount of change of the electrostatic capacity of a capacitor 4e for changing the balanced condition of the time when the fuel 2 is not contained in the container 1 to the balanced condition of the time when the fuel 2 is contained is taken as DELTACVO, it is valid that CVO+DELTACVO=CV+(CX+DELTACXO).
