PURPOSE:To rapidly and properly determine an anchoring position and anchoring means by transmitting acoustic waves to the sea bottom part from a vessel and comparing the reflected received wave signal with the transmission signal and estimating the quality of the soil on the surface layer of the sea bottom. CONSTITUTION:A receiving cable transmitter 3 consiting of a wave transmission part for transmitting the acoustic wave in about 10-100kHz to the surface layer of the sea bottom from a vessel and a wave receiving part which receives the surface reflected wave and the surface penetrating damped reflected wave supplied from the surface layer of the sea bottom is installed. In a wave received and transmission signal processing part 4, the quality of the soil of the surface layer of the sea bottom is estimated by comparing the received wave signal supplied from the wave receiving part with the transmitted-wave signal to the wave transmission part on the basis of a sea-bottom soil quality pattern memory part 5. Receiving the soil-quality estimation signal supplied from the received and transmission signal processing part 4, anchoring position and anchoring means are determined, and each control for a propulsion main engine, auxiliaries, and an anchoring apparatus is performed. Therefore, the decision for the anchoring position and anchoring means can be executed speedily and properly in comparison with the conventional method which is carried-out on the basis of a marine chart.
