PURPOSE:To discriminate easily a reasonal user of a terminal device by collating a password supplied to the terminal device with that stored in a memory means in response to the number of the terminal device. CONSTITUTION:An input password is transmitted to a center device 1 from a terminal device 2a. A central arithmetic device 11 retrieves a center file 12 to obtain the number of a terminal device 2 which transmitted the password. The password stored in the file 12 is compared with that supplied. When dissidence of passwords is obtained continuously by three times, it is discriminated that a person who is going to use the device 2a is not a reasonable user. Then the discriminating action is finished to inhibit the subsequent operation.
