PURPOSE:To perform the stable operation of a flocculation treatment process by always holding an optimum chemical agent injection ratio, by constitution such that the set value of the pH value or alkalinity of treated water can be altered on the basis of a factor exerting effects on flocculation treatment effect. CONSTITUTION:A control calculator 14 is used to be allowed to store the tolerant upper and lower limit values of the pH value or alkalinity of treated water after the injection of a chemical agent on the basis of various states resulting in disturbance to a flocculation treatment process and to perform the correction of each set value according to necessity. That is, when the pH value of treated water is set, allowance is imparted to the tolerant pH value because flocculation treatment is relatively easy at the time of stabilized water quality and, when water quality is varied or suspended substances are high concn., the set value of the pH value of treated water is made small to attain the stability of treatment effect. Furthermore, in the drawing, the numeral 1 shows a water arrival well, the numeral 3 a chemical agent mixing basin, the numeral 4 a floc forming basin, the numeral 5 a precipitation basin, numerals 7, 13 water quality measuring instruments, the numeral 9 an ratio operator and the numeral 10 a chemical agent injector.
