The invention relates to a process for the preparation of water-dilutable (water-thinnable), air-drying and oven-drying paint (surface coating, lacquer, varnish) binders by partial condensation of water-insoluble polyhydroxyl compounds with polycarboxyl compounds which are water-soluble after partial neutralisation. The crosslinking component for oven-drying paints is preferably a water-compatible amino resin. Partial condensation in the presence of the polycarboxyl compound significantly improves the stability of the aqueous solution of the system or the water-resistance and weathering resistance of the crosslinked paint films.
