In the locking device, after the completion of the building a cylinder lock is converted from actuation by means of a construction key (8) to a lock actuation possible only by means of a final key. For this purpose, at least one pin tumbler (3a) contains a virtually unbreakable third tumbler element (7). The associated key depressions (10a) in the construction key (8) and final key have different depths, so that, before the lock conversion, when the final key is inserted the inner end face of the third tumbler element (7) coincides with the shearing line (SL) between the rotor (2) and stator (1). When the final key is used for the first time, the third tumbler element (7) is pushed by the spring-loaded opposing tumbler pin (5) into a rotor recess (11) and is thereby inactivated. After this lock conversion, when the final key is inserted the inner end face of the opposing tumbler pin (5) now coincides with the shearing line (SL), whereas, when the construction key (8) is inserted, this pin (5) crosses the shearing line (SL). A failure of the locking device as a result of a premature crumbling of a third tumbler element (7), consisting of graphite and to be broken up, as scheduled, during the lock conversion by being sheared off along the shearing line (SL), is to be prevented. <IMAGE>
