PURPOSE:To detect an accidental point, by using an optical switch of which the light path changes by the change in an electric field and a magnetic field and detecting the operation of said optical switch. CONSTITUTION:Optical switches 15a-15d, wherein each refractive index is changed and the direction of each light path is changed by the change in an electric field and a magnetic field, are connected to a light emitter 16 in series by optical fibers 11i, 11a-11d and second terminals 20a-20d of the optical switches 15a-15d are connected to a light receiver 17 through optical fibers 11a1-11d1. Then, signals from the light emitter 16 and the light receiver 17 are inputted to an optical pulse signal time difference discriminator 21 and the time difference of both signals are measured to detect a place where abnormality was generated, that is, the position of the optical switch of which the light path was changed by the change in an electric field and a magnetic field.
