PURPOSE:To change the magnification of a picture electrically, make the device simple and small, and to enlarge or reduce a received picture in real time by changing the frequency of a synchronizing signal. CONSTITUTION:Composite picture signals including picture signals and synchronizing used for a facsimile, etc. are separated by a synchronizing separator circuit 1 into synchronizing signals and picture signals, and picture signals 1 are added to a memory 3. Synchronizing signals 1 are added to a frequency divider/ multiplying device 2, frequency-converted to enlarge or reduce a picture and synchronizing signals 2 are outputted. Synchronizing signals 1, 2 are added to a delay circuit 5, and when reading the picture signals 1 from the circuit 5 into a memory 3, the synchronizing signals 1 are delayed by a time (d) and added to the memory 3, and when sending picture signals 2 to a picture memory 4, synchronizing signals delayed by 1 period are added to the memory 3. Thus, enlarging or reducing of the picture signals 1 is made electrically, the constitution of the device is made simple, and change of magnification of the picture is made in real time.
