Holding clips for heating pipes of floor-heating systems, in order that they can hold these heating pipes in the desired laying pattern, have to have a secure stand and a definite fixing in relation to their support. This support is in general a foamed heat-insulating panel (10) with a hard foil (11) or cardboard panel as covering layer. Frequently, a welded wire mesh (8, 9), to be co-embedded in the flooring, is also laid on the heat-insulating panel (10). The holding clips then have the additional function of holding this welded wire mesh at a desired distance above the heat-insulating panel. For fixing the holding clip in the heat-insulating panel, dowel-like protuberances (12, 13) with barbs (14, 15) project from its underside, which latter spread in the plastic foam of the heat-insulating panel (10) and reach as far as close under the hard foil (11) so that they set an effective resistance against pulling out. Designed in guide-through openings (7) for the wires of the welded wire mesh are elastic tongues (16, 17) which, when the welded wire mesh is lifted, can recede elastically and, after further raising, can snap back into their original position. A laying device for such a holding clip presses, with a pressing-in ram, the holding clip into the heat-insulating panel (10), while at the same time a gripping lever, coupled to the pressing-in movement, engages under the welded wire mesh and raises it. <IMAGE>
