PURPOSE:To improve the dispersing property and packing property of magnetic powder and surface smoothness and electromagnetic transducing characteristics of a magnetic layer formed by using the magnetic powder, by forming the magnetic layer with a magnetic coating material mixed and dispersed by means of a stirring device after filling the stirring device with a stirring medium having a mean particle diameter of <=1.1mm.. CONSTITUTION:A magnetic coating material 9 roughly mixed by means of a rough mixer 6 is supplied to a mixing tank 1 with a pump 8. The coating material 9 is forcedly stirred at the inside of the sand grinder type mixing tank 1 together with a stirring medium 10 which is previously put in the tank 1 and has a mean particle diameter of <=1.1mm. and discharged outside through a screen 5. Therefore, a magnetic layer which has an excellent dispersing and packing properties of magnetic particles and excellent surface smoothness and electromagnetic transducing characteristics can be obtained.
